The aim of the project is to develop and implement a survey instrument that can be used to regularly collect information on the topic of transfer in the Berlin research area. In addition to other data, such as data collected by the organization, the survey-based information is intended to create a comprehensive indicator-oriented transfer monitoring system (Berlin transfer dataset). Such a monitoring system will provide valuable potential for policymakers, Berlin's economy and Berlin as a center of science and research.
First of all, transfer monitoring is a communication tool that not only provides data but also increases awareness of the topic of knowledge transfer in the region. This can support the goals of Berlin's transfer policy by making transfer potential visible. Among other things, the thematic intersections between science and industry are explored, and how these can be made usable for the regional innovation strategy and its innovation clusters, for example. For science within the Berlin research area, this instrument offers the opportunity for self-reflection, orientation and optimization of framework conditions and incentive systems for a more effective transfer.
In turn, science policy and management can tailor measurements to identified structural transfer obstacles and help overcome them at the organizational level.
